No : Mandibular retrusion, or Class II malocclusion is a condition where the lower jawbone, the mandible is positioned more posterior than usual, a condition that is usually congenital, associated with an oversized maxilla, and can be acquired, is usually associated with a shortened tongue. I don't believe tongue thrusting by itself causes such a condition, but do ask another dentist about this
