Some thoughts...: Fluid retention is a sign, not a disease, and so there are no specialists in this area. The key is "why are you retaining fluid?" Heart disease? Kidney disease? Sleep apnea? You need a primary doc who can help figure this out, if you need a specialist then go to the right one. If "meds don't work" for you it's because the meds chosen aren't addressing the root cause.
