Yes!: There are millions of kids that are born and raised there. They seem to make it ok. Just use common sense. Be aware of your surroundings. Don't stay in a dirty hotel room. Keep windows and doors closed when you're not there. Wear shoes on the streets. Etc. Etc. Etc.

Rabies and rodents: Small rodents aren't the issue with Rabies. I lived in Southern Asia three times over my lifetime and I agree with the earlier input about just using common sense. Enjoy your time in Asia.
