Relax--: When a person hyperventilates the lungs tend to fill with increased oxygen levels and the CO2 levels decrease. The lungs are fine. They are doing their job with the blood removing Oxygen and releasing CO2. When the CO2 levels rise, the natural desire to exhale and inhale returns. The lungs just keep in doing what they do, responding to the muscles which expand and relax.
