What kind of doctor should i see to monitor 2 hepatic (liver) cysts found on ct scan?

Every person should: have a primary doctor who takes care of him/her with the whole picture in mind. However, your PMD would need a Radiologist as a specialist. Your hepatic cysts should probably be followed with ultrasound instead of CT.
