Several possible: Numerous skin lesions could match your description. Most likely are epithelial inclusion cyst, skin tag, papilloma, lid margin nevus, small chalazion among others. Malignant lesions like basal cell carcinoma are possible, but quite rare at this age. You should be examined by an ophthalmologist for diagnosis and advice, including possible removal or biopsy if the lesion is suspicious or bothering.

Lid bump: Your description sounds like an epidermal inclusion cyst. See an eye doctor and have it removed if it bothers you.
