What are the differences between the costal process and the transverse process of a lumbar vertebra?

There are none!: As there are no Costal processes on Lumbar spine. They are present only on Thoracic spine where the Ribs are articulating. Very rarely, in some individuals, the upper Lumbar vertebra ( L1) might have a short process, like a small rib; but that is very very rare.
