"healed" = nontender: Once a clavicle fracture is nontender to aggressive palpation and manual manipulation (usually 6-8 weeks), early active motion and "weightbearing" (pushups) may be allowed, as long as pain does not result. Also nice to see good healing on follow-up X-rays. Discuss clearance to do pushups with MD.
