Could be..: Infection is one of the reasons for balanitis. It could be also a manifestation of an inflammatory condition like for example reactive arthritis, could be a drug reaction, skin reaction. Follow up with your doctor on the culture results and discuss with them other possibilities if negative for an infectious cause.

Get checked: perhaps another visit with your primary doctor is helpful. If worsening symptoms an urgent care or emergency room visit would be helpful to confirm the infection.
