Teeth: You do not regrow wisdom teeth or new teeth at 28. I am also confused by "seem to be growing". I recommend consulting your dentist.

Needs exam: You say that teeth "seem" to be erupting in those areas, but you're not sure. Have your dentist take a look. Together with radiographs the answer to your question will be determined.

Vague: Have this checked. It could be the gum tissue with a hard consistency or even (not often,) part of a wisdom tooth that may have broken off in the extraction- the root, etc.

Dental eval: the only way to know what is going to is to see a dentist and find out. A few lucky people do have supernumerary, or extra, wisdom teeth.
