Get apt: Needs exam to determine the etiology. There are a number of possibilities, none of them cancer. With the exam he will get the answer and treatment needed.

May be constipated : with small stool seepage around the constipation or may be having soft watery stool. Have him examined

If persists see MD: Im not surprised anything from that area has an odor....whether normal or not. Sweat vs mucous vs clear liquid stool vs sensation abnormality. Many possibilities. Most likely, at his young age, this is functional and not life-threatening.....and a change in diet could be the culprit. Any belly issues? Any recent spinal injuries? Lots of questions need answering to detective this one correct

If cleaning is: not helping may have to see the doctor , some times inside the umbilicus will develop a raw area ( granuloma ) which will give foul smell occasional bleed. IF present doctor may have to fulgarize ( cauterize ) the tissue then will heal , very rarely a tract may be connected to bladder ( uracus )
