A couple of things: Could be water in the ear canal or TM is bulging outward due to eustachian tube dysfunction. You can try a blowdryer at low heat to see if it dries out the ear canal and if that fixes the problem. If not, you can pinch your nose and blow really hard with mouth closed and that can fix the eustachian tube pressure inbalance.
