No the opposite: chronic venous insyfficiency will cause edema and swelling can cause pain and can cause skin pigmentation and discoloration and could cause an ulcer patient with CVI are high risk for DVT arterial insufficency can cause pain with walking it called intermittent claudication can cause muscle atrophy and skin will be bright abd shinny and hair loss in men it depend on age and history of smoking
