Are there any superficial (palpable) nerves in back, slightly to the outside of the leg below the knee?

Shouldn't be: Not under normal circumstances. You shouldn't find any palpable nerves laterally below the level of the knee. The common peroneal nerve sort of wraps around the knee but it is not palpable although it is "damageable" fairly easily by compressing it with the weight of a leg or other object.
