I do not know: It is not truly possible to diagnose lesions or skin rashes over the computer. A visible inspection needs to be done,. If he feels they are new and were not there before, then they should definitely be looked at by a health care provider. Best wishes.

Freckles: freckles generally become more prominent with sun exposure. That area isn't prone to a lot of sun exposure. Needs to be examined to make sure it's not enlarging warts, skin tags, or other common skin disorders that can have prominence on the genitalia including sexually transmitted diseases
