Yes.: Just two names for the same thing. If anyone calls themselves "orthopedist" who isn't physician and an orthopedic surgeon, they are a fraud.

Yes sort of: An orthopedist and orthopedic surgeon are supposed to be the same. However, some actually only work in the office and do not do surgery and some do office clinic and surgery. In non US countries, after training some orthopaedic surgeons become office "orthopedists" only and do not operate. You can now see a little of the semantics behind the terms.

Usually: Yes, usually orthopedic surgeons are referred to as orthopedists. There are non-operative orthopedists (for various reasons) that either did an orthopedic surgery residency and usually for health reasons don't operate or some family practitioners that get training in sports medicine may sometimes refer to themselves as orthopedists. But when most people refer to orthopedists, they are surgeons.
