Not likely: Nails or skin under nails? I can not think of a way to change color of your nails, but skin under nails typically reflects amount of oxygen being carried by red cells. Bright red means full of oxygen and blue means depleted. Other disorders can also cause discoloration, but if new or associated with shortness of breath will need an explanation soon.
