Yes: Yes it can but the slices of he scan need be small enough to determine the presence of a small herniation. Ultrasound is probably a faster and cheaper method to evaluate for the hernia.

Possibly: An abdominal CT examines the abdomen from the belly button up to the bottom of the chest. A pelvic CT examines the body from the belly button to the bottom of the pelvis.
