Nasal swab: There is a nasal swab test for influenza. It is not incredibly reliable (meaning it can be negative but still have the flu). These tests are specific in what they test for - I'm not sure what "other medical issue" you want to rule out but a flu swab isn't going to be the test to do it.

Maybe: There are a variety of swab tests for anything from flu to sexually transmitted diseases. They depend on catching particles of the germ on the swab that has the genetic material of the specific germ you are looking for. Some are more accurate than others and all are dependent on proper swab technique. There is no Star Trek screening tests that would rule in or out all diseases.
