Cold induced asthma: Some people get spasm of their bronchioles (in the lungs) in cold air & it can cause wheezing or chest tightness. It may not be true "asthma," but the treatment is the same: Warming the air (scarf over mouth), using a prescription inhaler, avoiding other irritants like perfumes & smoking can all help. It is a good idea to see your doctor though. An EKG does not rule out heart disease completely.
