Vertigo/Nystagmus: You might be describing a drunk feeling called vertigo. Sometimes the eyes will twitch when moved off to the sides - Nystagmus. If you can not function its best to see your doctor for a full check up. There are tests they can perform and medicines that could be prescribed if appropriate. Otherwise if you care having these symptoms at rest which never go away urgent assessment at an emergency room
