Probably not: Nicotine can increase heart rate and slightly increase BP but there is no evidence it causes vascular disease. It is the burning tobacco leaf giving off 200+ toxic chemicals that causes vascular and pulmonary disease. The literature does not suggest that marijuana can cause peripheral vascular disease, especially in moderation. One can avoid smoke altogether by eating marijuana brownies/cookies.
