my daughter is a virgin and has had serious itching around/on vagina only when she itches red bumps appear around her vagina no needles or pelvic exam?

Vaginal itching: Virgins can still get yeast infections, ingrown hairs, abscesses and Bartholin's cysts. It is important to find out what is causing the itching and/or the bumps. No internal exam or needle should be necessary.
