Go with it: This is a phase many kids go through. I say the best way to deal with it is to go with it. This phase will pass (esp if you don't turn on the heater :) Enjoy this time as much as possible. I know it's cliche, but he'll only be 3 once!

Reward/punish: I would find whatever simple reward he values and offer it only if he complies with your request that he cover up. Offer him the chance to choose what he will wear between 3-4 things. There should also be consequences to his failure to comply. This is a power struggle & he wants to win.Choosing a reward over non-compliance is also a win.
