I am in Redwood CIty: She is young for shoulder pain as you know. She needs an evaluation and I would start with looking at her range of motion and evaluate her for an impingment vs tendinitis. I can then have her do Physical therapy closer to where she lives.

Alternative cause: If no obvious evidence of trauma to the shoulder area, you may consider assessing for repetitive motions that could be causing the pain. For example if your daughter is right-handed and uses a computer mouse with her right hand quite frequently, she may be over-stretching the muscles in the shoulder. I had this problem and only figured it out after speaking coincidentally w/ massage therapist.
