Maybe the soap?: Sounds like balanitis which could be caused by infection, harsh soaps, not rinsing soap off properly while bathing and less likely a disease like diabetes or arthritis. In your case, I would try washing with a milder soap. See your doc if it gets worse, you develop fevers, discharge or whole body symptoms.
