Podiatrist: See a foot specialist for evaluation and treatment. Perhaps orthotics or a special shoe may help,but surgery may be needed.

Yes: Straighten the toe, or the skin that creates the blister can be ellipsed out.

Curly toe.: You have what is known as a curly toe deformity. For the most part, a de-rotational arthroplasty will do the trick.
