Probably Irritation: It depends upon what the spot looks like. If it is a vesicles( fluid filled) or only a pimple it may indicate some infection, which could still be from skin irritation from shaving and early sign of cellulitis. If it looks like a scar , crusted area it may just be from the shaving and is healing. You should use OTC antibiotic cream first and if persists beyond a week or worsens, get it checked.
