Eyelid gland swells: Swollen eyelid meibomian glands produce tears with excess of oil due to allergies or skin conditions including acne. The excess oil collects on the eyelids and covers the eye with a film layer. Meibomian gland dysfunction can develop. Dry eyes can result from this or can also cause an oily film. Treatments include warm compresses, massage of lids, and washing lids with baby shampoo.

Eye film: Have you had any trauma to the area or are you having discharge from your eye. What you are describing are signs of inflammation in the area. You can wash your lashes with warm water and baby shampoo and apply alternating cold and warm compresses to the eye and cheek area. If not better you need to see the ophthalmologist.
