If you had fractured: The rib anytime in the past then you have probably developed a callous where the bone healed. It's possible that you may have injured the area and this could be a swollen region due to injury, either acute or chronic. That said, without an exam and plain films all this is speculative. See your doctor and let them examine you. A chest x ray is likely to be useful and they are easy to get.
