Hirsutism: Hair patterns and density are determined by your genes. Also, you are still growing and hair growth is driven by hormonal fluctuation, especially during puberty. There is no safe way to removed body hair without waxing, electrolysis or LASER. If you are overly hirsute, consult your doctor for hormonal workup of PCOS. If confirmed, there are antiandrogen medical treatments that can help.

Can't: There is no way to naturally stop hair growing in one particular place - it will still grow. Your options are waxing, shaving, or electrolysis.
