Mania: There is no official diagnosis of euphoria syndrome. An assessment of what is going on is needed to make a diagnosis and then recommend treatment. It can be part of bipolar disorder with mania, a drug reaction, a neurologic condition or drug abuse. The treatments would all be very different, but in all cases the condition is serious and should be evaluated by a psychiatrist.
