Hear rate: Yes. The blood pulsation is transmitted through the carotid, which in a lean neck would exhibit prominently. A heart rate of 88 is not abnormal in a child of that age, especially since you have provided no symptoms or medical history to suggest a pathology.

Likely yes: The pulsations can be normal and the HR you mentioned is normal for her age. Assuming the child has no symptoms, this is likely normal. That said, please seek medical attention if the child has any symptoms or if you are otherwise concerned there is a heart problem.
