Contact Dermatitis: For itchy rashes,( not due to poison ivy or chicken pox) that occur in a localized area, consider a contact dermatitis. Go fragrance free in shampoos, soaps and laundry detergents and see if that helps. Use soap like unscented Dove and detergents for sensitive skin. Avoid fabric softeners too: one more chemical that can be a possible problem. If no help with that, see doc.
