Yes: Yes. When your heart is not pumping adequately you can have hypervolemia and low blood pressure. Also when your blood vessels are inappropriately dilated, you can have hypervolemia and low blood pressure. The first case is possible with heart failure from ischemia, myocarditis, or other cardiomyopathies. The second with sepsis and nutritional deficiencies like beriberi.
