How did you find out: That someone has a "blue eardrum"? If a physician told you, you should ask that physician what the diagnosis is. The 1st thing that comes to mind is blood behind the eardrum. If that's the case this needs to be evaluated immediately. If not, has someone been using ear drops? Blue shampoo? Blue markers, food dye or nystatin drops? Lots of questions, and not too many answers here. See/ask MD ASAP!
