Either: Each has some evidence for mild to modest benefit. Exercise, elevation and compression are still the standard though.

Neither: Neither of these substances will "reduce varicose veins". If you want to accomplish that u will need to see a vascular surgeon for interventional treament. Diosmin & horse chestnut extract will only help to relieve symptoms caused by varicose veins, such as reducing leg swelling & discomfort. The varicose veins are caused by vein valve failure & no supplement has been identified to reduce them.

Vein evaluation.: There is no medical evidence to document that horse chestnut will improve the appearance of varicose veins. Homeopathic supplements such as horse chestnut, escin, diosmin and bioflavonoids are just that-supplements. They are not 1st line treatment for varicose veins. It would be prudent for you to have a venous evaluation by a vein specialist.

Varicose veins: Both are good to aid in possible symptom relief and Perhaps progression but neither will reduce these vsricosities Treatment would be advised after a venous Doppler sonogram is done to evaluate the underlying cause
