Undescended testis: It's possible for the testis to move - that's one of the reasons they don't do surgery earlier - there's still a chance of them "dropping". I don't know if you are feeling the testis or not, but if you are it's possible that it is dropping down through the canal during the warm bath then retracts back up at other times.

Retractile testicles: Rarely does a boy have both testicles not descending into the scrotum. Often one or both move into and out of the scrotum.Bathing and the warmth associated with it, will often cause the testicle to descend as things relax. At some point in time, if the testicles don't stay in the scrotum, surgery may be needed. Often this is not until 1 year of age. See a good pediatric urologist
