No: There is a large variation in appearance of the vaginal lips. Most of the time, but not always, both sides appear similar. It is also possible that that the one side was traumatized at some point, causing enlargement and increased pigmentation. If this is sufficiently bothersome you may consult a surgeon who is experienced in labiaplasty. Just be clear about your options.
