I have heart and diabetic problems but for the past week i have been having weakness on both my arms and legs. is it cuz of my heart or cuz i'm a dia?

Neither. See Doc.: Weakness in both arms and legs cannot be blamed on either the heart or diabetes without first excluding a variety of other things that could cause this. You will need basic labs, an understanding of your social / family and preventive medicine history and a good history and exam. See your doc.
