Is it itchy painfull: Rashes in upper arm could be many things it could be allergy it could be heat it could be an eczema the repetitive nature of the rashes will make them more allergy start observing what is the common factor like a dress a location a temperature in all the occasions that you end up having the rashes use hydrocortisone cream avoid the allergy and see a doctor good luck

Warm red bumps : On the upper arm could be keratosis pilaris ( comes and goes, chronic , may try using apricot scrubs or moisturizer ) or inflamed hair follicles . You may want to have it checked if you are feeling pain , tender, swollen and warm to touch.
