Usually not.: Pain at the pubic symphysis, or symphisis pubic dysfunction, is usually localized to the joint right at the pubis and is exacerbated by pelvic movements. This also usually occurs in pregnant women. Testicular pain is usually a dull ache that localizes to the testicle itself, and it's supply of nerves is from a different region of the body, up in the abdomen.
