Yes, but...: When the top layer of skin cells is scraped off, there is no bleeding. The remaining cells just multiply and become the new top layer of cells. If unlucky, there can be a color change at that spot for a while. Protecting that spot from sun exposure during healing may help decrease the chances of color changes there.
