Social vs. medical: I cannot comment on the beliefs expressed in the Quran, but from a purely clinical point of view there is nothing at all unhealthy or risky for either women or men having sex during a menstrual period. Many faiths express that it is 'unclean' to have sex during menstruation, but that is a social convention not a medical truth.
