Swollen neck: This should be examined by his doctor. It may be a swollen lymph node or a cyst. Depending on the cause of the swelling other tests such as blood work, X-rays or an ultrasound may be required. Have him see you doctor soon. Swelling in this area can be concerning. All the best.

See a dr. asap: I would start by seeing a medical Dr. and then decide upon getting the cavities treated. It could be related and an infection may have set in.

Don't know: I don't know, but you should have the child checked out. Abscessed teeth do drain to the submandibular glands. Rute this out.

Needs 2 evaluations: Need to see MD/DO to evaluate swelling/hard lump. May be cyst, inflamed lymph nodes acting to block spread of infection, or many other reasons. Need to see DDS/DMD to Rx your child's infected teeth. You cannot let infections go untreated and expect no consequences. Please dally your Physician and Dentist to schedule ASAP...this shouldn't wait.

Lymph nodes: Sounds like it's probably a swollen lymph node and the untreated caries can play a role with that. Should be evaluated just to be sure thats what it is and whether blood tests need to be ordered.
