Delayed menarche: You really need to visit your doctor. Delayed menarche needs a complete work up. While there are many possible reasons for a delayed onset only a complete evaluation will be able to provide the answer and also point to a solution.

This is abnormal: This is definitely abnormal, but nothing life-threatening. You should make an appointment to see a gynecologist as soon as possible for further evaluation of why you have not had your period.

Not necessarily: To find out why a woman at age 21 has not had a menstrual period ever requires testing that can become quite comprehensive. The reason could be anatomical, it could be hormonal, or it could be genetic. A family doctor would know how to get the work up started.
