Good results: An INR value is normal if between 1 and 2 Appt between 0.8 and 1.2 Beta 2 microglobulin less than 2 so all results are normal.

It depends: Yes these values are all within normal limits, but depending upon the issues of what these tests were performed for that could either be a good thing or a bad thing or possibly indifferent.
