Cardiac surgeon: Yes, the thoracic or cardiac surgeon can do peripheral vascular surgery, if they have enough time or interest to do.

Yes: Vein surgery is not specialty specific. Any type of surgeon can do it, but it is a question as to which surgeons want to do it. Anyone who does the occasional procedure only is likely not very good at it.
