3 weeks of period: If you usually have periods lasting 5 days then this is abnormal for you and requires a visit to your doctor. 3 weeks of bleeding is abnormal in general so tell your mom to take you to the OB/GYN. If you are sexually active and afraid to tell your mom, then find a gynecologist that will see you. This could be very serious, so don't wait.
