No: HIV dies within minutes of leaving the body. Splash back will not transmit the virus. It is possible to get HIV from sitting on menstrual fluid if you cut yourself on your way down to sitting on the toilet and the menstrual fluid was just place there moments before.

No worries: Infected blood with the virus would have to get into your blood stream so you are OK there.Also the statistical odds that the menstrual blood in the toilet had AIDS is v.low but that is not related to your question.
